Abstract

Based on Law Number 23 of 2014 concerning Regional Government, the regulation of Regional Owned Enterprises is stated. Before this arrangement, BUMD took the form of Regional Companies and Limited Liability Companies which later changed to Regional Public Companies and Regional Companies. This provision is then outlined in its derivative regulations in Government Regulation 54 of 2017 concerning BUMD. Based on the existing policies, what is the impact of changes in regional company institutions, especially for PDAM Tirta Bhagasasi? PDAM Tirta Bhagasasi was founded in 1983 and during its development was under the auspices of the Bekasi Regency Government and the Bekasi City Government. Therefore, with this policy, what impact will it have on PDAM Tirta Bhagasasi. The method used is qualitative with a case study approach. Data collection techniques using FGD with sources and literature studies. The result obtained is that PDAM Tirta Bhagasasi must change the form of business, namely between a regional public company or a regional public company which will later be determined through a regional regulation. In the case of PDAM Tirta Bhagasasi, the appropriate form of business is a regional public company. This is in line with regulatory policies and efforts to improve the quality of public services in terms of providing drinking water for the community.
